Tor Bridge High is celebrating after Ofsted recognised the remarkable pace of improvement at the Plymouth school, describing a community where the experiences of students and staff have been “revitalised” and where leadership and governance are a significant strength.
Inspectors found Tor Bridge High to be meeting the Expected Standard in every area assessed, with Leadership and Governance achieving the Strong Standard.
The report captures the scale and speed of the school’s transformation, stating that “pupils, including students in the sixth form, recognise that their day-to-day experiences in school have improved dramatically in a short space of time” and that “the day-to-day experiences of pupils and staff have been revitalised.”
This recognition comes as the school achieved above-national GCSE results this summer demonstrating that the rapid progress recognised by Ofsted is being reflected across every area of school life.
At the heart of the transformation are Tor Bridge High’s values of Courage, Love and Ambition. Inspectors said: “The school is serious about its core values of courage, love and ambition. These are brought to life for pupils in their everyday interactions with staff.”
The report describes students arriving at the school gate “optimistic about what the day will hold”, recognising significant improvements in attendance, behaviour and expectations. The impact on vulnerable young people was particularly praised, with inspectors noting: “As a result of their caring and relentless work, pupils with vulnerabilities are attending more and therefore achieving more.”
Achievement and ambitious futures
Ofsted recognised significant improvements in academic achievement, including students making “impressive progress from their starting points in mathematics” and the number of students experiencing disadvantage gaining strong GCSE passes in English and mathematics having “improved dramatically.”
The school's “thriving reading culture” was also praised, with their incredible library being at the heart of the school community.
Inspectors also recognised the school’s ambitious pathways into students’ futures. Engineering is a particular strength, with links to local industry providing students with valuable workplace experiences and placements, while Sixth Form students benefit from increasingly ambitious pathways into university, apprenticeships, training and employment.
Sixth Form was also recognised for improving progress and future pathways, with inspectors noting that “the number of students leaving without a placement in education, training or employment fell to zero in 2025.”
Alongside academic success, Tor Bridge High has focused on ‘Bringing the Joy’ to school, recognising and rewarding students and significantly expanding opportunities beyond the classroom. Ofsted highlighted the school's rapidly developing personal development programme and the way leaders work with students to identify their talents and interests and create clubs and activities that reflect their aspirations.
As the school welcomes new Year 7 students to begin their seven-year journey at Tor Bridge High, this Ofsted report provides a strong foundation recognising the significant progress made across the school.
Tracy Stephenson, Headteacher at Tor Bridge High, said:
“We are incredibly proud of this outcome and grateful to our students, staff, families and wider community for the part they have played in Tor Bridge High’s journey. We are particularly proud that inspectors recognised both the scale and speed of improvement and, importantly, the difference this is making for our most vulnerable young people.
“What means the most to me is that the report reflects what we see and our students experience in school every day — a community built around Courage, Love and Ambition, where young people are increasingly proud of their school, ambitious for their futures and optimistic about what each day will bring.
“Of course, an Ofsted report can only ever capture a snapshot of a school. The success of Tor Bridge High is about much more than an inspection judgement. I see it in the kindness shown across our community, the relationships between staff and students, the growing academic success of our young people and the joy that is increasingly part of everyday school life. We are enormously proud of how far we have come and even more ambitious about where we go next.”
Moira Marder, CEO of the Ted Wragg Trust, said:
“I would like to congratulate everyone at Tor Bridge High on this excellent outcome and the remarkable progress recognised by inspectors across every aspect of school life.
“The report captures both the scale and pace of improvement rooted in the school’s values and, most importantly, the positive difference this is making to young people's lives. Tracy and her team have built real momentum, raising ambition and strengthening opportunities and outcomes for students. We look forward to continuing to work alongside colleagues across the school as they build on this success and continue to support every child to thrive.”
